In a Jerusalem Post op-ed, Eugene Kontorovich, George Mason University Law Professor Eugene Kontorovich blasts the Office of the High Representative’s claimed authority to rule BiH by decree, writing that Dayton Agreement “did not give dictatorial powers – or any lawmaking authority – to the high representative” and that the “high representative’s legislative powers lack any basis in Bosnia’s Constitution.”
