Agreement Outlines 12 Principles for Formation of BiH-Level Authorities – SRNA

The leaders of BiH’s largest Serb, Croat, and Bosniak parties on Monday signed an agreement outlining 12 “Principles for the Formation of Authorities at the Level of BiH.” The document states

that the Dayton Peace Agreement and its 11 annexes, including the European Convention on Human Rights and Fundamental Freedoms, are respected, as well as the sovereignty and territorial integrity of BiH as an element of its international subjectivity, “which is the best guarantor of peace and stability, while respecting the Dayton constitutional structure.”

The document says that integration processes should resume in keeping with the Constitution and laws while harmonizing positions and interests of all government levels in BiH.

Regarding NATO, the agreement states, “The commitment to improve relations with NATO should be confirmed, while not prejudicing future decisions in connection with membership of BiH. All activities in this regard are implemented in keeping with all relevant decisions of the BiH Presidency, the BiH Parliamentary Assembly and the BiH Council of Ministers, having in mind the constitutional competences of the Presidency for the implementation of foreign policy.”

The agreement says the Council of Ministers is to be formed within 30 days.
