RS National Assembly Speaker Nedeljko Čubrilović said the Bosniak Caucus in the RS House of Peoples and the Office of the High Representative are to blame for the fact that there is still a death-penalty provision in the RS Constitution. He pointed out that when the OHR formed the Council of Peoples in 2002, it gave the body overly broad competences.
Čubrilović explained that by using the mechanism, the Bosniak caucus in 2012 blocked the adoption of 29 amendments to the Constitution of Republika Srpska, including the one on abolishing death penalty.
