Croat political leader Dragan Covic, the head of HDZ BiH, put forward this week a new concept for the political reorganization of the Federation. Mr. Covic suggested that the Federation, one of BiH’s two entities, could be divided into three political units.
“Instead of the current 11 [cantonal and entity governments], three governments, and instead of 11 parliaments, three,” he added.
In an interview to Klix news website on March 5, he did not say precisely where those three units would lie but said that it could be one solution to the demand to reorganize the cumbersome Federation.
Other Croat leaders in the past have put forward the idea of adding a third, Croat-dominated entity to the existing Federation and Republika Srpska. Mr. Covic’s concept of new divisions within the Federation is an alternate approach to addressing the discrepancy in power and representation between Croats and Bosniaks.
