Historic BiH Census Begins – BalkanInsight

As a result of the conflict, hundreds of thousands of people were either killed, forced to move home or fled the country.

The census was for years a matter of dispute in Bosnia with political parties there unable to agree on whether or not to hold it until after the implementation of Annex 7 of the 1995 Dayton Peace Accords, which prescribes the right to the unconditional return of refugees to their pre-war homes.
