The BiH Council of Ministers has adopted a measure that will allow the government to issue personal identification numbers for the next six months. Lawmakers say that a new law will still be needed to enact a permanent solution, however.
The impetus for this sudden decision reportedly came from the family of a sick baby girl who needs bone marrow transplant treatment in Germany. Like all recently-born babies, she was not issued an identification number, and was thus ineligible for a passport.
