Talks facilitated by OHR between political parties in Mostar ended today, with the parties no closer to reaching an agreement over the political structure of the ethnically divided city.
The Bosniak-majority SDA and the Croat-majority HDZ parties disagree on how many electoral districts the city should contain; the city’s leaders have failed to implement two Constitutional Court rulings that would change Mostar’s electoral system.
