High Representative Inzko and Deputy High Representative Moore facilitated talks between Federation parties in Mostar yesterday aimed at finding a way to organize local elections there. Mostar was left out of this month’s country-wide local elections due to long standing disagreements over the electoral system there. Changes to the system ordered by the BiH Constitutional Court over a year ago have yet to be implemented.
