In a new report on constitutional reform and BiH’s European future, ICG warns that the pressure now facing BiH politicians to enact “quick and dirty” constitutional reforms in order to meet EU accession requirements could lead the country down the wrong path. Constitutional reform is needed, ICG argues, and the changes mandated by the Sejdic-Finci ruling could be positive steps toward a more functional and fair constitution, but only if reform is undertaken cautiously and thoughtfully, rather than in haste and merely in order to fulfill EU-mandated technical requirements.
