Former OHR legal advisor Matthew Parish argues that the West’s moral judgments do not provide a viable framework for peace and stability in the Balkans. Western liberal values, according to Parish, cannot successfully be imposed upon the people and governments of BiH and Serbia by foreign powers, nor can those powers unite and divide states at will based on perceptions of guilt and victim-hood.
